Maybe the problem is the first item? I don’t know if it’s just roleplay, but maybe you need to reach VIP in one division to claim star fragments? That’s probably wrong but are you?

Thanks for the ideas guys. Robobot if Bob is right I can’t see how anyone could have reached VIP already with the 1 hour cooldown for missions. Could be wrong though
