hmmm it’s been a while since I was there, but I think the building u need to go appears on map even if not discovered yet… blue downward arrows kind of thing…

the “Decision” POI is on the Prototype Planet.
After that you can fly with your ships to the Supergate in Space to warp away with your ships to the other systems.
Just look around a bit.
