What about what Kogami said, using EGS:Honor:PlayerID
This then tags the player, and it loads into the HWS website databank, while also tagging the submitting players location.
A code can be created, example: if Guardian to be rewarded = 5 submissions for that week, he gets a RP reward of "X"
The code can also check to see if submissions = same location, (to avoid abuse), then all duplicate submissions will be discarded.
This would encourage Guardians to sell themselves as helpers, while still giving the receiving player the option or not to reward the one who helped them, maybe they felt the guardian wasn’t helpful, so no reward reporting.

Guardian is not a rewarding origin to play. You can get RP only fot killing pirates or buying the white container which gives +3 RP and costs around 100.000credits. Or directly buying RP for much more. Still did not find out where these super rich tycoons have their money from and be stuck with my 1.500.000.
Sitting as a trader in PVE and spamming a stack of cheap stuff day by day into the blackmarket is on the other hand auto-(RP)-win.

Raiding other people taking their stuff selling it in bulk over many months, plus interest.
