Sure did for eg: had 300k plus neo in factory only 56k in ocd after wipe
I just went to ocd 8 did not fill any extra slots so plenty of room.

I checked it and everything is fine.
I guess you have some wrong numbers in mind.
You had 33k Neo Ingots before the wipe, 15k in your blueprint and 49k after the wipe in OCD.
