you delete the template where it says on what server you play.
If you play on HWS RE the max. class size is 50, so you could build/spawn it.
If you play on EU/NA, you can’t spawn it, there the class size is max. 7.
However on planets of the Heaven System you can spawn a class 7 base and build it up to 50 yourself.

du bist höchst wahrscheinlich auf Reforged Eden Server, es steht in den Namen in den Serverliste in dem Spiel wenn du dich verbinden willst (HWS RE Reforged Eden)
in Theorie, du konntest diese Workshop Basis reinspawnen, ich wurde dich davon aber abraten…diese Basis ist für Vanilla Empyrion gemacht und so weit ich es gesehen hab, ist ziemlich schlecht (und teuer) für Reforged Eden Mod die auf diesem Server läuft…
wenn du sie aber schon modifiziert und für RE angepasst hast, dann solltest du kein Problem haben…außer das du auf dem Statische Integrität aufpassen musst, am sonst kollabiert deine Basis sehr schnell
