I have a similar issue on HWS NA.

My health is 850 but, when totaled, should be 1000
Either you clicked on the button on the wrong server or you queued too many commands at the same time, so it couldn’t get delivered.
I will improve the log mechanism to identify the real reason.
I can only fix it, once you are online ingame.
