That looks extremely strange. I’ve never seen anything similar before.
Out in Steam → Empyrion → Properties, do you have any betas enabled?
And if no, can you please try to switch to a random one and then back?
And if you customized your Empyrion’s download location, could you perhaps move it somewhere else? Ideally just in something like C:\Program Files (x86)\Steam\steamapps\common\Empyrion - Galactic Survival.
And even though you already did, can you try again to verify the file integrity or redownload the game? To uninstall, maybe it’s best to just delete EVERYTHING you have in your Empyrion directory.
You might want to make a backup of this folder, if you have any blueprints: ..\Empyrion - Galactic Survival\Saves\Blueprints
