Amount of vessels on Freelancer Sector

Can someone explain me please?
In Freelancer sector description i can see that it is allowed to have 2 faction vessels and/or 1 private vessel of every kind.
Currently I got message that I supposed to have 0 private vessels in the area any time I make private vessel.
What is wrong here?

Our faction has only one faction CV in the area in case it matters.
