A faction member of ours finally found the bank. But then it had no power 
I told him to use cointocr because there was no admin online.
Even if powered, I think the ATMs do not work.
They do, I used them a few times.
That’s weird. I have a base blueprint that is just an ATM and a core and I’ve never had an issue with it.
So one guy says the ATM’s never work, another one says that it only works when powered (or so I assumed from him), and then someone says you don’t even need power for it to work.
We need the mythbusters!
Tested just now: ATM does not require power.
