You didn’t touch the base.
If no other base is on that spot now I can restore it for the common fee.
So, using a drone to go up to it, power it down then power it up again is NOT sufficient to count as ‘touched’? Thanks for your generous offer, but I’ll respawn it myself 
Unfortunately nope.
“Touch” literally means you stand with your foot on the structure (not near or next to it). Or sit in the cockpit if it’s a ship.
Docked ships, drone visiting or Control Panel Registry usage does not count for that.
