I flew all over Omnipotus, and on the command “ts:price” offer to buy “Dredger”.
And in the list of the HWS Connect -> Garage the ship Omnipotus is not in the garage.

I did notice the Omni was labeled as private not as HWS last time I was there, so I wonder if Rex forgot to change it to HWS faction?
But why is the price ( ts:price ) tag for the neighboring ship taken ?!
Were you standing directly in front of the ship?
did you wait a bit after typing ts:price?
The player coordinates need a bit to sync.
