=> I tried to craft Carbon Substrate, but couldn’t without having Carbon Substrate (need 5 to craft 20). This is at least true with SV constructor and portable constructor.

Yep, this is intentional:
This is only effecting the players that start, thus making the start more of a pain if you are on a starter planet.
Why you need that on starter?
If you do not spawn a HWS sv you will need it. I build myself a very basic starter sv to start with. Lv5 sv and it needed carbon substrate.
