I purchased the Resource Pack XL and instant Level 25 unlocks, but did not receive either. The command issued for the Resource Pack XL (do:rp:xl) is an unknown command on HWS Reforged Eden NA server.

Good, you are aware of the do:rp:xl command.
But you did type it in the ingame console and not in the Server Tab chat.
It is a chat command, not console command.
Use the server tab chat and try again.
