Here, there’s a big difference between “near” and “inside”. Having your structure near the POI or outside it, that’s fine, as long as it’s not parked inside the bounding box. Imagine the smallest possible rectangular box that contains the entire POI: that’s the bounding box of the POI.
Inside the POI, however, is against the rules.
