I need help please - Ship lost at server restart unexpectedly

How can we help you now:
=> Restore ship please. Playfield says 11pm playfield complete reset (all lost within) but the TZ is not specified. Given this is NA server I expected the TZ to be Eastern (New York) Time Zone.

the Timezone on HWS doesn’t matter and would always only resolve in conflicts.

That is why there is only one time that matters: the server time!
For that type cb:time in faction chat or click on the menu at the top right corner in HWS Connect.
