Most likely your SharedData didn’t download correctly.
Try to go to \Empyrion - Galactic Survival\Saves\Cache and delete everything inside. Note that this will also delete any ready-to-spawn blueprints you may have.
After that, start your game again and join HWS.
If that doesn’t work, try to switch to another network, or toggle (off if you have it on; on if you have it off) a potential VPN.
You can also try to verify your game integrity or maybe reinstall your game.
