=> I am the network engineer with a small isp in TN. Anytime we go to http://empyrion-homeworld.net/ from a specific ip block, they web page responds with a 403 forbidden error. Other ip blocks do not have this issue. If I can contact a server admin to check on why this is being blocked, that would be great. If one of my subscribers has causes issues to force the entire ip space to be blocked, I would like to know this as well since this would be against our TOS.

Right now, I am replying to you message. It is currently Jun 5th, 10:00 am. That is on my local machine. I am not sure where to find Server time. I am in CST time.
i am very interested in learning more about an ISP that would go above and beyond to find out why one of their clients is being blocked from a random game website. major sites like Google or Amazon I can understand, but hws isn’t that big. that’s an unheard of level of customer service, especially coming from the United States. I truly hope your company prospers with these kinds of values.
We are a small ISP. So, subscriber issues can get to the top pretty easily.
In this case the subscriber in question can not access the web site http://empyrion-homeworld.net/. They get a 403 error. If I try myself from a different ip block in my network, access to the site is accessible. This is being stopped upstream of us. This could be caused by intermediate upstream provider. I doubt this since we are getting a 403 forbidden error. This is usually the end server, but could be any number of other reasons.
In the past, we have found some of our subscribers got themselves blocked from other servers by their own behavior. (Threats, cheating, etc). Not saying this is the case here.
What I am looking for is the following:
Is our ip block being blocked?
Is it due to something we have done as a provider?
Is it due to one of our subscribers?
What steps do I need to do to fix the issue assuming it is something under your control?
If it is being caused by another issue, I will try to attempt to contact them.
The IP Block in question is the following:
138.43.189.129/25
Multiple subscribers in the block seem to be having issues.
As for the TOS, I will have to find it.
In a nutshell, if one of our subscribers got the ip blocked because of their actions, then we will address the issue. For example: if they threaten people, illegal stuff, etc, then we will give them warnings and possible disconnections if appropriate.
I checked fail2ban and the discourse logs and see no ban of those IP block.
403 with the linked website from you could also mean you use an obsolete web browser or weird plugin that prevents a redirect.
Because you linked my main website without https. And http could throw a 403 eventually.

Is this also just a ticket about the website or also for the server?

Long day in conferences which is why I have not responded sooner. As far as “they”, I am talking in general for users on other game servers. Usually some 12 year old talking smack and pissing people off.
In this case for this server, I have one user. I am not implying that he has cheated/pissed people off. Just know in experience when people have been blocked, it is for a reason. I do not have his username/steam name. Mine would do no good. I can give a IRL name, but do not want to post that on a public forums. Please send me a dm and I will send the real name for this particular person having issues.
If I get a chance, I will put my laptop on the same subnet and try to see if I can get on, but even as the Network Engineer, it is not straight forward. Have to reroute ip’s and vlans to other locations.
Thanks for the comment. We do try to help out where we can. We compete with Charter and Comcast, so customer service is what we need to do to compete. Bear in mind, this is not completely altruistic. If one of our subscribers acts like an ass, they can cause issues for all of our subscribers. So, we have to be proactive in dealing with issues.
