I’m on Trader 2, which is not PVP, is it? When attempting a withdrawal from my OCD I get this message:

I redonated just to be sure I’m up to date. What am I missing?

You cannot use OCD on starter. For future reference if you check the map and look at the planets stats there will be a category for OCD access.
