Hi. I think you would have gotten a faster question by asking ingame 
I believe there’s one you can get in Phoenix, but I’m not sure about the details.
If you’re a patron, you can also get a free one from the lady in EGS HQ on ECC planet.
There’s no reason to get upset. I’m only trying to help you out. There’s no reason to wait 2 hours for us to respond, when you can get a much faster answer ingame. We don’t mind the ticket of course, but for your own sake it’s faster.

As Master Patron you can claim it in EGS HQ as the other benefits.
As non Patron or Patron you can get one in the Nova Star Fragment X POI for free - after doing all 7 Star Fragments.
As non Patron or Patron you can get the second one in Phoenix, PvP, after doing all Star Fragments.
