I think this was intended to be an add on to the incoming RP. Not by itself

The PVE rule is ONLY FOR THE BONUS RP. You can, do and will gain 7 RP when spending time in PVE. I’ve spent the last couple of days tinkering around Auxilio in EM and have gained 7RP daily.
That said, some folks are complaining of gaining NO RP, which is a different issue all together from the PVE topic.
The basics still apply there. You must have an epic in inventory at all times and you must warp once a day. Etc
