=> I cannot find any way to make refined strangelets in my advanced constructor. There does not appear to be a locked refined strangelet icon in any of the lists.

=> Please can you explain how to make refined strangelets, so that I can make the Elemental Multitool

visit Void planet and look for the factory. they convert it over time depending on how many u turn in. u can collect them there too or use the HWS web F1 mission

As Bob said, you can’t craft them in a constructor.
