OP says he recycled in OCD zone, might work better if they recycles in recycle zone?
The only difference a recycle zone normally does, @Claudia, it that is allows you to recycle at all. If you’re not in one, you can’t (unless you’re engineer origin, or we’re in the last/first week of a season) 
As we’re in the last week of the season, a recycle zone is not necessary.
