Setting Up a Permanent Base... Advice? Information? Allies?

Im leaving Hunter Starter and would like to set-up a base somewhere?

I assume Saturn is the best place… but last time I tried I got blown out of the sky.

Is there a certain faction I need to ally? Who do I need to talk to for safe passage to build a base on saturn?

Saturn is ROK territory they don’t actually live there but they raid from time to time so its not really safe, I would sugest building a base 50km off planet for your resources and then putting down a few defences very cheap on the planet so you can farm up and carry stuff back to orbital base.
