Docking SV to SV is still working as it’s supposed to.
Check both structures control panels to make sure they are set to the same ownership.
Check to make sure you don’t have blocks or devices preventing the landing gears from making contact.
Also make sure the other SV isn’t already docked to something else, like a base it’s sitting on for example.

This is nothing that the server owners can do to resolve. It would be on your end not the servers if you can’t dock.
If you think you have found a game bug then it would need reported to the Empyrion developers as a bug report.
