with Alpha 10 couple of things changed. Placing blocks freely as before for example.
Without checked it ingame, please check if the LandClaim Device is the reason or if other blocks are in the way.
no land claim or shield. before the issue with the planet the other day it wasnt a problem but since the server had a big hiccup the other night i cant place blocks.
It’s an Eleon Issue. It’s the same issue as the terrain preventing you from placing blocks. We reported it in experimental a few times and it was marked as filed/tracking but nothing ever got changed. The devs changed something with terrain and blocks and it hasn’t been resolved yet.
I can’t find the water reports anymore, but here is a couple threads about the terrain preventing the placement of blocks.
