Warp zone camping

Well as you might have read:

WARP CAMPING: Do not warp camp. The warp entrance area is about 3km big (randomness +/- 1.5km. This is a TRANSIT-ONLY ZONE – you MUST be moving or refueling/remapping.

Note: It is NOT illegal to kill in a warp zone. It is illegal to camp there or patrol the warp zone for the purposes of PVP.
e.g. Following someone from PVE to PVP and engaging in a warp zone is not illegal.
To be safe: If you just warped in, you have 3 minutes to leave that area - Violators will have their ships seized and left in orbit.

Camping basically just means two main things:

1. a Base is built in the warp in location
2. he stayed there for longer than 3 minutes.
