I didnt think, that people buys PC for games. I thought, its games bought for PC. U didnt think so?
I remember when Painkiller was released. Nobody could run it without hacking it’s settings to lower levels :P. I remember always upgrading PC’s for LAN parties (internet wasn’t widely used yet) and to be able to play all games there. And you would always buy a PC in parts and make sure it is upgrade-able to extend it’s lifespan by many years. Not some crappy PC bought in the grocery store. Yeah those were the times 
Nowadays they release a lot of games with purposely lesser graphics, lower requirements, less etc. in order to sell to a broader audience. I think this is a shame but okay I understand, money rules. But no I disagree with you. I believe games should go to the max and people should upgrade their PC’s and don’t buy overheating laptops and other garbage. But that’s just me I know I’m alone in this :(.

Kids buys for games. But some other (adult), buy for work and leisure. I configure and buy it for all (in 2006). Its not expensive, and could run ALL new games. Not on max options, but… i didnt see any reason to spend tons of $ for games. Thats stupid trend for stupid kids. Good devs, could easily optimize their product for mid-PC. All we need - good (skilled) devs.
And yes, idk about some cry "buy new PC"©. Only kids pays twice (for games and for PC), bc they didnt want to think, they only want to play. I could only wish gl for them.

Not all countries, get epic life-lvl. But all would pay the same price for dat PC. Try to count: in my country, average salary is near ~200-300$. And after some “revolutions” (in 2013) prices grows UP in 3-4 times, and salary grows only on 10%… This goes stupid, to buy new PC parts, which cost more than month salary, u didnt think so? And devs see this too. So they makes lower requirements not for broader audience. They make it, for clients, which they didnt want to loose. Better sell 10k copies with lower requirements, than 1k copies with high requirements. This is mainstream for few last years. And I think, thats right decision.

Well - a life in Russia problem at the very least. You are not the target audience, so optimization is less important.
- Im not from Russia (There wasnt any revolutions in 13th). so u miss.
- U saw game requirements (This game could be run on my old PC), and they said, that this game made for MY audience.
So optimization is more important.

Server setup and configuration is not there to ensure that your ~10 year old PC can run the game
