OP Bases on GG,,,

Is it legal to have Off Line Protection in bases on GG and have the shooting at you when you clearly can not damage them? Couldn’t get close enough to ID the faction they belong to but they are on GG now. By the way GG is nothing more thena base planet and at max cores by the allied forces holding it.
